Order of the Ministry of Internal Affairs of Ukraine, the Ministry of Health and the Prosecutor General's Office of Ukraine, dated 28.11.2012 № 1095/955/119 identified cases of mandatory referral of the body of the deceased to the morgue.
The corpses of people must be sent to the morgue for forensic examination:
• with signs of violent death (falling from a height, action of sharp objects, firearms, etc.), asphyxia, extreme temperatures, electric current, low and high atmospheric pressure, poisoning, etc.) or suspicion of such;
• whose deaths occurred outside their place of residence;
• whose identity has not been established;
• under the age of 60, who died at the place of residence, in the absence of dispensary supervision of the patient.
Corpses of people are not sent for forensic examination in the following cases:
• who died at their place of residence, in the presence of dispensary observation of the patient, in the absence of signs of violent death or suspicion of such;
• identification of the corpses of people over the age of 60 who have died at their place of residence, in the absence of signs of or suspicion of violent death.

According to the Law of Ukraine "On Burial and Funeral Affairs" the right to free burial have:

with military honors persons who have special merits before the Motherland - Heroes of the Soviet Union, full Knights of the Order of Glory; persons with four or more medals "For Courage"; Heroes of Socialist Labor, awarded this title for work during the Great Patriotic War;

• persons with special labor merits before the Motherland - Heroes of Socialist Labor; Heroes of Ukraine; full cavaliers of the Order of Labor Glory;
• combatants and war invalids.




Burials are also carried out at the expense of local budgets:
• deceased single citizens;
• persons without a fixed abode;
• citizens whose relatives refused to bury them;
• unidentified corpses found.

The procedure for free burial of dead (deceased) persons who have special merits and special labor merits before the Motherland, combatants and war invalids was approved by the Resolution of the Cabinet of Ministers of October 28, 2004 №1445.

According to the Order of the State Housing and Communal Services of 19 November 2003 №193, the person who assumed responsibility for the burial must apply with a death certificate and documents confirming the relevant status of the deceased to the funeral service to conclude a burial order.

Free burial services for people with special merits, UBD and war invalids

• execution of the contract-order for the organization and carrying out of burial;
• delivery of ritual items to the location of the body of the deceased;
• one hearse and one escort bus;
• transfer of the coffin with the body of the deceased to the house (apartment), to the morgue, from the house (apartment), morgue, to the burial place;
• organization of burial and ritual;
• digging the grave by hand or mechanized, lowering the coffin into the grave, burying, forming a burial mound and one-time cleaning of the surrounding area after burial;
• providing urns and cremation;
• burying an urn with ashes in a grave or placing it in a columbarium and one-time cleaning of the surrounding area after burial;
• for persons with special merits, the provision of a coffin and two wreaths with mourning ribbons (with or without an inscription) and the construction of a tombstone of appropriate design;
• providing a coffin and a funeral wreath with a mourning ribbon (with or without an inscription) for a deceased combatant or war invalid.

To determine the death of a person from 8:00 to 20:00 on weekdays and from 9:00 to 15:00 on weekends, you must contact the family doctor with whom the declaration was signed. If there is no declaration - to the nearest primary care facility (Primary Health Care Center / family medicine outpatient clinic).
